If I block a community, just for example - say I wanted to block syncforlemmy@lemmy.world. Would I use “filter” or “block?” I am having a hard time discerning the two.
I get that blocking something like lemmy.world would block the users comments and such as well.

Filter is local (app only). Block is global (app and web).

This is actually a good question. If I had to guess, I would think it would be that filtering will prevent that community showing in your feed. Blocking it might also prevent notifications like comment replies or something like that.
