Sexual harassment (and sexual assault as described above) is a crime in civilized places. Detention and arrest are part of a process to document and investigate alleged crimes. Those steps in the process are not the punishment though, that would be sorted out during sentencing if the prosecution is successful in court.

I thought arrest is when police officials put you in a cell / restrict your movement and initiate a case. Wich seems too harsh for a minor.
And by detention I mean school detention from classes.
I can see how that view would be reasonable if sexual assault were not a serious crime (which it is).
But is pulling pants of one minor by another minor really a sexual assault?
