Kyoto: 京都 (pronounced: Kyouto) (lit: Capital City) Tokyo: 東京 (pronounced: Toukyou) (lit: East Capital) So while the “kyou” in Kyoto/Tokyo is the same, the spelling and pronunciation of the “to” is different.

Unfortunately this joke doesn’t work in Japanese.
